[Vietnam Legal Updates] Allowing regular international commercial flights between Vietnam and some partners.

The Government Office has just released Notice 330 / TB-VPCP concluding Deputy Prime Minister Pham Binh Minh at the meeting on allowing regular international commercial flights between Vietnam and some partners.

I - Resuming regular international commercial flights with passengers between Vietnam and some partners:

  • From September 15, 2020, for the following routes: Vietnam - China (Guangzhou), Vietnam - Japan (Tokyo), Vietnam - Korea (Seoul), Vietnam - Taiwan, China (Taipei).
  • From September 22, 2020, for Vietnam - Cambodia (Phnom Penh), Vietnam - Laos (Vientiane) routes.

Frequency is not more than 2 flights / 1 week for each party and each partner (number of flights will be considered to increase in accordance with the actual situation)

Follow the principle of reciprocity with partners in terms of the total number of people on flights, collection of fees, and other immigration conditions.

II - Conditions for entry into Vietnam on commercial flights from the above 6 areas (excluding people transiting from a third country):

  1. For foreigners holding passports Diplomatic, official, and relative:
    • Must have a SARS-CoV-2 negative RT-PCR certificate issued by the local health authority within 3 days prior to boarding (except for some the area does not issue this type of paper).
    • Get an RT-PCR test immediately upon entry at the quarantine site.
    • Is isolated at factories, corporate headquarters or hotels, accommodation establishments according to regulations
  1. For foreigners who are experts, investors, business managers, high-tech workers, and relatives; international students; foreign relatives of Vietnamese citizens
    • Must have a negative certificate of RT-PCR for SARS-CoV-2 issued by the competent health authority of the host country within 3 days prior to boarding (except some localities do not issue this type of paper).
    • Get an RT-PCR test immediately upon entry at the quarantine site.
    •  Is isolated at factories, corporate headquarters or hotels, accommodation establishments according to regulations.
  1. For Vietnamese nationals:
    • Must have a negative SARS-CoV-2 RT-PCR certificate issued by the local health authority within 3 days prior to boarding (except for some areas that are not this type of paper).
    • Get an RT-PCR test immediately upon entry at the quarantine site.
    • Is isolated at the military-run concentrated isolation facilities or at hotels and accommodation establishments according to regulations

Consider to shorten the quarantine time (about 5 days) for the above subjects after having two negative RT-PCR results; after that, it is allowed to self-isolate, monitor and supervise medical care at home, corporate headquarters, agencies (for foreign experts, investors are allowed to work according to the plan associated with ensuring the prevention and control measures) according to regulations.

III - For subjects in transit from a third country entering Vietnam on commercial flights:

  1. Apply strict epidemic prevention measures, ensuring epidemic safety.
  2. Be tested for RT-PCR with SARS-CoV-2 immediately upon entry at the quarantine site.
  3. Regarding quarantine:
    • Foreigners holding diplomatic, official passports and their relatives: Is quarantined at official houses of representative agencies or at hotels, accommodation establishments according to regulations.
    • Foreigners are experts, investors, business managers, high-tech workers, and relatives; international students; Foreign relatives of Vietnamese citizens: Being isolated at factories, corporate headquarters or hotels, accommodation establishments according to regulations.
    • Vietnamese: Is quarantined at a concentrated isolation facility managed by the military or at a hotel or accommodation establishment as prescribed.
    • Transit from a third country entering Vietnam on commercial flights with 14 days of concentrated isolation in accordance with regulations, except for special cases under the direction of a competent authority.
  1. For foreigners entering Vietnam to work short-term (less than 14 days), comply with regulations of the Ministry of Health.
